court Proposed measures to collect more than $250 million of unpaid fines in South Australia could lead to people losing their homes.

Amendments to the Penalty Enforcement Act, to be tabled in State Parliament, will target people who fail to pay such things as parking or speeding fines.

The amendments also will provide for vehicle clamping, publishing names of offenders and suspending drivers licences.

SA Attorney-General John Rau says some such measures already have been applied interstate.

"We have been looking around the country to see which states have had the best recovery models," he said.

"It's certainly drastic but I'm afraid they are necessary because I'm afraid most people who get a fine pay it.

"They're doing the right thing, these people are not."
