Correctional Services is changing its procedures after the Ombudsman criticised the way inmates in hospitals are restrained.

Three prisoners fled from hospital escorts in 2010 prompting a security review.

Ombudsman Richard Bingham has received complaints from medical staff that excessive restraint was sometimes used.

Their complaints related to cases including an inmate giving birth and another who was terminally ill.
